If you have a legal copy of Windows, the cheapest solution is either Bootcamp, which comes the Mac and can be installed from the Mac OS X install disk or VirtualBox:. The disadvantage to Bootcamp is that it would require your mother to reboot into Windows every time she wants to use the Access application and then reboot back into OS X whenever she wanted to use anything else. Virtual Box would allow her to run Windows inside a window in OS X. I think you will need to use a virtual machine.
I have used Parallels or VMWare Fusion on Mac OS X, both with good results. They are both paid products; if my memory serves me they are about $40. Unfortunately, you will need a copy of Windows for this to work, which is expensive. CrossoverOffice is another possibility, but it does not support Office 2007, and generally has a lot of problems running Access (runtime or not). Look over the forums on their site before you try this.
